What is this tool?
A straightforward flat-rate model: cost equals usage times your per-unit rate, in whichever usage unit your utility bills in (gallons, CCF, or cubic meters). Most water utilities actually use tiered or seasonal rate structures — this deliberately simple tool doesn't model those, since tier rules vary too much between utilities to generalize. Use your actual bill's rate schedule for tiered accuracy.
